Blue Monarch is a residential program for domestic violence survivors/recovering addicts for the following counties: Bledsoe, Bradley, Coffee, Cumberland, Franklin, Grundy, Hamilton, Loudon, Marion, Mcminn, Meigs, Monroe, Polk, Rhea, Roane, Sequatchie, Van Buren, Warren, White.

South Central Human Resource Agency’s mission is to provide low income individuals and communities access to educational, economic, nutritional, and social services that promote and encourage self-reliance through our partnerships with local, state and federal resources.
Programs Include:
Low Income Home Energy Assistance Program (LIHEAP)–to provide financial assistance to elderly, handicapped, and low-income persons to help offset a portion of the cost of energy used to heat their homes.
